If you remove the Alter B to run an additional copy of Cres and Blitz that is fine. That lowers the decks price to just above 24 dollars.
You might want to consider cutting a Matt & Tai EX4 for the 4th Alter S EX4.
You could probably also cut 1 ST15 Agumon and 1 Omekamon for the 4th Blitz and Cres. I've had numerous games playing this deck where needing to see the 4th copies actually came up. Same with 4 Alter-S.
I wanted to keep the deck as budget friendly as possible. I took some liberties and lowered the number of SRs in the deck.
