I play Zephagamon myself and I do see some changes you can make.
Rookie count is good. If you have a playset of BT14 Palmon, I'd put that in to replace promo Pteramon. Good start of main, good inheritable. Your whole deck is focused on suspending stuff.
Personally, I only run 9 champions. 3 Promo, 3 EX, and 3 Starter deck. I'd reccomend playing 3 starter deck Galemon. Starter Galemon has a decent security effect that can let you play a tamer or rookie for free You're already getting the +2K off the inheritable and most importantly, it has Vortex. Combo that with Starter Deck Shoto and you can swing for game.
I'd reccomend possibly dropping your Ultimate count down to 7 with EX Grandgale being your 4 of. If you have it, run 2-3 copies of EX8 Metaltyranomon. Dedigivolve is veyr powerful in a deck like this. Even if you have to suspend him to get that effect, Starter Zephagamon will unsuspend when you digivolve into him. As for Starter Grandgale, I don't think he's that great and wouldn't run more than 1 copy of him. You only really have 1 viable target for his effect being searcher Ptearamon. His biggest use is the inheritable and that's really it.
Mega count is fine. If you can squeeze in one more of Starter Zephagamon that's good. If you have him, replace EX Zephagamon with 2 copies of Medievalgallantmon.
Level 7s. Yes, there is a level 7 that is very good for the deck. Try and get in two copies of Imperialdramon Paladin Mode. Absolutely destroys a lot of decks.
Options. Try and cut back to 7. My option count is 2 Green Mem, 3 Training, 2 Scramble. Personally, I don't think Vortex and Liberator are needed. Scramble covers both of those cards really. Since the deck uses vortex, anything you bring back off a scramble will likely be able to attack the turn you bring it back.
Tamers. Bump it up to 6. You only need 2 of mem setter and 4 of mem gainer. This is what I've experimented with the most and found that those are the only tamers you need.
The egg is fine. Though you can run 1 copy of the other fluffymon if you'd like.
