I'm not sure when we're getting the RustTyrannomon promo exactly yet but he's miles better than the BT11 one. This is my EX8 version of the deck but I have replaced BT11 Rusty and one Dinomon with 3 of the promo Rusty. This should make things not only more consistent but way better.

The Garnet Memory Boosts grab all of your digimon. The X Antibody can allow you to activate your Tyranno X's When Attacking effect without a Tyranno (before you swing mind, don't miss timing), it can let you get into MameTyra on attack since it's X Antibody in traits, and it's great with Fortitude resetting and making your Ragnaloardmon even bigger. Mimi is good with your fortitude mons and allows you to turbo out rookies that can turn into your Ragna combo pieces.

The game plan is to set up a couple of Ryutaro (or obtain a couple of Tyranno X) and a Mimi or memory boost or two, collect your evo pieces, then turbo evolve up while trying to break the opponent's board and doing a few checks. The following turn or the next you can do the same and end on Ragnaloardmon to close out the game, if you haven't finished them off already. MetalTyrannomon is fantastic for keeping your big guys on board for a turn, so use him wisely. Dinomon is still the king of sticking around, but RustTyrannomon is better at clearing away threats with forward momentum.
