I'm updating an older deck. I prefer having no multiple level 5 cyborgs, just helps with overall consistency.

I think I'm finally happy with the level 4s. Numemon is versatile, even if he isn't a machine or cyborg, he can be a 3 cost hard drop if you can't find a rookie, and that can become a level 5 right away. Raremon is also similarly low to the ground for a hard drop, though the 3 cost evo should generally be avoided in raising. I like Mercurymon more than Omnimon or Ragnalord because he can

I like Mercurymon more than Omnimon or Ragnalord because he can also just be a level 4 evo when needed. I think versatility is the name of the game with a curve like this.

I'd love one more Supreme Connection! but I'm loathe to cut anything for it.

Edit: I see that Raremon has become very expensive as of late, so if you want to build this don't worry too much about it. Swap it for a couple of BT3 Tankmon or HoverEspimon, or even Guardromon EX1 or BT15. Raremon is nice to have but not vital, and the 3 cost evo is a downside so not using it is a valid choice here.
