Davis can I activate effect, even if I don't have green digimons in the deck?

Yes, you complete the effect as much as possible similar to MtG, unlike YuGiOh where the effect won't pop unless all conditions are met. With Davis you just grab one blue Digimon and place the rest to bottom, Davis at 2 is seen fairly commonly with Ulforce
