Puppetmon and Metalseadramon are best cycled to other masters if possible, but can go into Merciful Mode in a pinch.

Play Tamers early if you have them in hand, over setting up the breeding zone. Genai and Digimon Emperor are unsung heros and when together are a menace for the opponent. Matt and Tai discourage big cards from the opponent as well. The memory setters add DP and suspend opponents. 

Apocalymon will almost never come up, as the game will end before enough DM's are in the trash. But yes, it's powerful enough to warrant an inclusion at 1/1 (even if a little out of synergy with the game plan)

Ratios are tight, not much wiggle room. Adjust Aces/Omnimons as the meta demands, if you want to start somewhere. 

De-digivolve, can't suspend/unsuspend, delete, tamer hate.

Not much answer for play-by-effect, and will be shut-down by flood gates stopping play-by-effect.
